State Auditors

Auditor of the Territory

The office of Auditor of the Territory was created by the Territorial Legislative Assembly of 1869.[1]

The Territorial Auditor was appointed by the Governor with the consent of the Council for a term of two years. He was required to give bond of five thousand dollars. His duties included keeping the public account books, vouchers, documents, and all papers relative to the accounts and contracts of the Territory; making a full and detailed report as to revenue, public debt, expenditures, etc., to the Legislative Assemblies. By the laws of 1869, he was ex-officio Superintendent of Public Instruction, and received five hundred dollars a year for this service.[2] The 1873 Legislative Assembly relieved the Auditor of this duty. In 1888, the Auditor was made ex-officio Insurance Commissioner; his compensation for this service consisted of fees for issuing certificates of licenses, statements, etc.[3]

By the 1869 laws the Auditor received one thousand dollars annually.[4] His salary remained the same until 1886 when the Legislative Assembly increased his salary to one thousand two hundred dollars a year.[5] It remained so until statehood.

State Auditors

The state Auditor examines all claims against the state, makes the proper accounting entries for the expenditure of funds or the receipt of revenue, and in general performs the accounting functions for state government.

Wyoming Statutes designate the Auditor as the general accountant of the state. The Auditor pre-audits all voucher claims payable by the state, including the entire payroll and keeps a complete and accurate accounting of all revenues, disbursements, and fund balances daily.

The statutes further require the Auditor to audit and settle all claims against the state payable out of the treasury, including the state payroll.

The State Auditor works together with the Wyoming Law Enforcement Academy

The Wyoming Law Enforcement Academy, a division of the Attorney General’s Office, is granted authority under WS. 9-1-632 through W.S. 9-1-635 to provide basic and advanced training for Wyoming law enforcement agencies and coroners so they may meet the training requirements set forth by the Wyoming Peace Officer Standards and Training Commission. In addition to serving peace officers, detention officers, communication officers, elected coroners and appointed deputy coroners, officers from federal and out of state agencies may also receive training through the use of the facility by many criminal justice entities for their training courses and meetings.
